– : ‘व्यक्तित्व विकास परियोजना’ की परिकल्पना की रूप-रेखा : –
1. हम इस परियोजना को निःशुल्क ही चलाना चाहते हैं ताकि शिक्षा के बाज़ारीकरण के आज के दौर में आज़मगढ़ के कुछ ज़रूरतमन्द और मेधावी छात्रों-छात्राओं की शिक्षा धनाभाव में भी जारी रह सके.
2. इसे 'नॉन एन.जी.ओ.' के रूप में जन-सहयोग से ही जारी रखना चाहते हैं, ताकि इसके जनपक्षधर स्वरूप को कायम रखने में किसी तरह के दबाव के चलते किसी तरह की बाधा न आ सके.
3. आने वाले दिनों में हम निःशुल्क प्राथमिक चिकित्सा-सेवा का भी कार्य हाथ में लेने का इरादा रखते हैं. ताकि छोटी-मोटी बीमारियों में ग्रामीण अंचल के लोगों को झोलाछाप डॉक्टरों की लूट से राहत मिल सके.
4. अभी यहाँ कक्षा नौ से डिग्री कालेज तक के लोग सीख रहे हैं.
5. हम प्रत्येक कक्षा में केवल 35 छात्र लेकर चलना चाहते हैं. उनका चयन परीक्षा द्वारा मेधा और वास्तविक आर्थिक स्तर दोनों के आधार पर किया जायेगा.
6. इस तरह नौ, दस, ग्यारह, बारह और प्रतियोगिता की कुल पाँच कक्षाओं में 35X5= 165 छात्र/छात्राएँ एक केन्द्र पर सीख सकेंगे.
7. आज़मगढ़ को दूसरे जिलों से जोड़ने वाली मुख्य पाँच सड़कें हैं. प्रथम चरण में इन पर लगभग 10-20 किमी० की दूरी पर ग्रामीण बाज़ारों में पाँच केन्द्र और खोले जाने हैं. (1- गोरखपुर, 2- गाज़ीपुर, 3- फैज़ाबाद, 4- मऊ, 5- जौनपुर से जोड़ने वाली सड़कें)
8. प्रत्येक केन्द्र को कम्प्यूटर, इनवर्टर और इन्टरनेट से जोड़ कर कम्प्यूटर शिक्षा से लैस करना चाहते हैं.
9. प्रत्येक केन्द्र पर साइन्स लैब भी इन्टर स्तर तक का प्रयोग करवाने लायक बनाना चाहते हैं.
10. प्रत्येक केन्द्र पर एक पुस्तकालय, एक व्यायामशाला और एक सामूहिक स्वाध्याय-कक्ष (हाल) की व्यवस्था करना चाहते हैं.
11. केन्द्रों में कार्य करने वाले कार्यकर्ताओं को पहले मानदेय और फिर नियमित वेतन दे कर उनकी अर्थव्यवस्था को सुरक्षित करना होगा.
12. युवाओं को स्वरोजगार के लिये प्रोत्साहित करने के लिये हर केन्द्र पर एक-एक डेयरी, पॉल्ट्री, फिशरी, मधुमक्खी के साथ ही एक फ़ोटोस्टेट मशीन लगाना होगा.
13. प्रत्येक केन्द्र के कार्यभार की प्रगति की नियमित निगरानी के लिये और सभी के साथ सामूहिक सम्वाद के लिये महीने में एक दिन सभी लोगों को मुख्य केन्द्र पर एकत्रित करके उनसे वार्ता करनी होगी.
14. परियोजना द्वारा चुने गये सभी बच्चों के नाम अगल-बगल के जिस भी स्कूल में लिखे होंगे, उनकी वर्ष भर की पूरी फ़ीस और किताबें-कापियाँ उपलब्ध कराना होगा.
15. इस क्रम से हम प्रति सत्र 165X6= 990 बच्चों को माध्यमिक स्तर तक की शिक्षा के साथ अच्छी तरह विकसित और तैयार करते चले जायेंगे.
16. इनमें से छाँट कर प्रथम चरण में प्रति सत्र लगभग 35 बच्चों को उच्च-शिक्षा के लिये जे.एन.यू. तथा अन्य यूनिवर्सिटीज़ तक भेजते रहेंगे.
17. अन्य छात्रों को स्वरोज़गार की ओर मोड़ने का प्रयास करेंगे. उदाहरण के लिये उनमें से कुछ खुदरा दूकानें खोल कर एम.आर.पी. से नीचे के दाम पर उपभोक्ता को प्रतिदिन प्रयोग के सामान उपलब्ध कराने के काम में लगाये जायेंगे.
18. विविध मासिक प्रतियोगिताओं का आयोजन करते हुए और साप्ताहिक स्टडी-सर्किल चलाते हुए छात्र/छात्राओं के सर्वांगीण विकास का काम किया जायेगा.
19. इस परियोजना के माध्यम से तैयार होने वाले युवाओं के दम पर छोटे-मोटे विवादों को गाँव में ही हल कर लिया जा सकेगा. जिससे लोगों की अनावश्यक मुकदमेबाज़ी से होने वाली बर्बादी को कुछ हद तक नियन्त्रित किया जा सकेगा.
20. इस परियोजना के युवाओं की टोलियों के अनुरोध पर स्थानीय स्तर के छोटे भ्रष्टाचार पर थोड़ा-बहुत अंकुश लगाया जा सकेगा.
21. दूसरे चरण में धीरे-धीरे करके इस परियोजना को जनपद के प्रत्येक ब्लॉक में चलाया जाना है.
22. आज़मगढ़ में सफलता के आधार पर देश के अन्य भागों के ज़मीनी स्तर के सक्रिय कार्यकर्ताओं को प्रेरणा मिलने पर उनके क्षेत्रों में भी स्थानीय विशिष्टताओं के अनुरूप इस तरह के कार्यक्रम आरम्भ हो सकते हैं.
23. आर्थिक पक्ष के लिये हम अभी तक प्रति माह रु. 500/- या 1000/- का अंशदान देने वाले मित्रों पर निर्भर रहे हैं.
24. परियोजना के सभी निर्णय नेतृत्वकारी साथियों की टीम की सहमति या अल्पमत-बहुमत के आधार पर लिये जाते हैं.
- : Envisage-Synopsis of the ‘Personality Development Project’ : -
1 . We want to run the project fully FREE OF CHARGE, so that in the present era of marketization of education some of the needy and meritorious students in Azamgarh having not sufficient funds also may continue their education.
2 . We want to maintain its 'Non N.G.O.' form with contributions of people, so that no pressure may create any obstacle in its healthy development with pro-people stand.
3 . In coming days we intend to take up the task of free of charge FIRST AID SERVICES in cases of minor diseases in order to provide relief to the masses in rural areas from the exploitation of quacks.
4 . For time being students from class IX upto Degree College are learning here in this project.
5 . We want to take ONLY 35 students in each class. Their selection will be based on test of intellect and actual economic condition both.
6 . Total number of the students learning at one center in five classes - IX, X, XI, XII and competition-preparing group is to be 35X5 = 165.
7. There are five roads connecting Azamgarh with different districts. In first step 5 centers are to be opened in rural markets situated at distance of approximately 10 - 20 kms from the Azamgarh district headquarter. (1 - Gorakhpur , 2 - Gazipur, 3 - Faizabad , 4 - Mau , 5 - Jaunpur)
8 . Each center is to be equipped with computers, inverter and Internet attachment to provide computer education.
9 . Each center is to have Science Lab also to provide proper facility of experiments necessary for intermediate level.
10 . Each center is to be equipped with a library, a gym and a Hall for collective self-education, debates and seminars.
11 . The volunteers working in these centers will be provided honorarium in begining and proper regular salary afterwards to maintain and secure their economy.
12 . To encourage the youth for self-employment each center will establish and maintain a dairy, poultry, fishery, honey-bee rearing as well as a photostat machine.
13. For monitoring of the progress of assignments, collective discussion, decisions and guidance all of the members from each center will have to sit together regularly once in a month.
14 . The children chosen by the project will be registered in nearby schools and colleges and will be provided their fees, stationary and books for each session.
15 . In this way we shall prepare 165X6 = 990 children per session with THE BEST POSSIBLE PHYSICAL AND EDUCATIONAL PERFORMANCE in board examinations and different competitions.
16 . In the first phase per session approximately 35 students will be selected and sent to appear in entrance examination for higher education at J.N.U. and other universities.
17 . We shall try to motivate remaining students towards self-employment. For example, some of them will be deputed to supply consumer goods of daily use at prices below M.R.P. by opening retail shops.
18 . Various competitions will be organized monthly and Study-Circles on different topics weekly for overall development of the students.
19 . Minor disputes will be settled at the spot in village itself with help of the youth cultivated by the project. Thus wastage of money and energy of the peasants in unnecessary litigation can be controlled upto some extent.
20 . At request of the teams of youth from the project corruption at the local level can be checked upto some extent.
21 . The project is to run in each block of the district in second phase gradually.
22. Success in Azamgarh may inspire grassroots activists in other parts of the country to initiate same program with local differences.
23 . We have been depending till now on the contributions of our friends donating Rs. 500/- or 1,000/- per month.
24. The decisions are taken on the basis of majority-minority or by consent of all the leading members of the project.
